There were some more items which would still overload the push endpoint.
This PR fixes the remaining items (I hope).
I also encountered a missing endpoint for restoring multiple ciphers from the trash via the admin console.
Overall, we could improve a lot of these items in a different way. Like bundle all SQL Queries etc...
But that takes more time, and this fixes overloading the Bitwarden push servers, and speeds up these specific actions.

This issue mostly arises when push is enabled, but it also overloaded websocket connections.
We would send a notification on every deleted cipher, which could be up-to 500 items.
If push is enabled, it could overload the Push servers, and it would return a 429 error.
This PR fixes this by not sending out a message on every single cipher during a multi delete actions.
It will send a single push message to sync the vault once finished.
The only caveat here is that there seems to be a bug with the mobile clients which ignores these global sync notifications.
But, preventing a 429, which could cause a long term block of the sending server by the push servers, this is probably the best way, and, it is the same as Bitwarden it self does.

When a user belonged to multiple groups with different permissions for the
same collection, only the permissions from one group were applied instead
of combining them properly. This caused users to see incorrect access levels
when initially viewing collection items.
The fix combines permissions from all user groups by taking the most
permissive settings:
- read_only: false if ANY group allows write access
- hide_passwords: false if ANY group allows password viewing
- manage: true if ANY group allows management
This ensures users immediately see the correct permissions when opening
collection entries, matching the behavior after editing and saving.

The `reprompt` value somehow sometimes has a value of `4`.
This isn't a valid value, and doesn't cause issues with other clients, but the native clients are more strict.
This commit fixes this by validating the value before storing and returning.

This fixes an issue with collections be duplicated same as was an issue with folders.
Also made some optimizations by using HashSet where possible and device the Vec/Hash capacity.
And instead of passing objects only use the UUID which was the only value we needed.
Also found an issue with importing a personal export via the Org import where folders are used.
Since Org's do not use folder we needed to clear those out, same as Bitwarden does.

This PR adds a config option to allow the note size to increase to 100_000, instead of the default 10_000.
Since this might cause issues with the clients (in the future), and will cause issues with importing into a Bitwarden server, i added warnings regarding this.

During import you are able to select an existing folder, or with
Bitwarden exports it can contain existing folders already. In either
case it didn't matter, we always created new folders.
Bitwarden uses the same UUID of the selected or existing folders if they
are already there.
This PR fixes this by using the same behaviour.

When a checked-out repo switches to a specific tag, and that tag does

happen that the build process doesn't see any changes, while it could be
that the version string needs to be different.

.git directory, cargo will be triggered to rebuild.

Previously during a `delete_file` check we also tried to delete the
parent directory and ignored all errors, like not being empty for
example.
Since this function is called `delete_file` and does not mention
anything in regards to a directory i have removed that code and it will

If this somehow is still needed or wanted, which i do not think we want,
then we should create a new function.

it will load those variables first.

Since the feature `Login with device` some actions done via the
web-vault need to be verified via an OTP instead of providing the MasterPassword.
This only happens if a user used the `Login with device` on a device
which uses either Biometrics login or PIN. These actions prevent the
athorizing device to send the MasterPasswordHash. When this happens, the
web-vault requests an OTP to be filled-in and this OTP is send to the
users email address which is the same as the email address to login.
The only way to bypass this is by logging in with the your password, in
those cases a password is requested instead of an OTP.
In case SMTP is not enabled, it will show an error message telling to
user to login using there password.

When importing Bitwarden JSON exports, these would fail because the last
modification date was also imported and caused our out-off-sync check to
kick-in. This PR fixes this by checking if we are doing an import, and
skip this check.

During setting the latest commit hash for Rocket and updating all the
other crates, there were some messages regarding the usage of `String`
for the Rocket endpoint function calls. I acted upon this message and
changed all `String` types to `&str` and modified the code where needed.
This ended up in less alloc calls, and probably also a bit less memory usage.

Since we now use the `ClientIp` Guard on a lot more places, it also
increases the size of binary, and the macro generated code because of
this extra Guard. By merging the `ClientIp` Guard with the several
`Header` guards we have it reduces the amount of code generated
(including LLVM IR), but also a small speedup in build time.
I also spotted some small `json!()` optimizations which also reduced the
amount of code generated.
- Supports the new Collection/Group/User editing UI's
- Support `/partial` endpoint for cipher updating to allow folder and favorite update for read-only ciphers.
- Prevent `Favorite`, `Folder`, `read-only` and `hide-passwords` from being added to the organizational sync.
- Added and corrected some `Object` key's to the output json.

As mentioned in #3111, using a very very large vault causes some issues.
Mainly because of a SQLite limit, but, it could also cause issue on
MariaDB/MySQL or PostgreSQL. It also uses a lot of memory, and memory
allocations.
This PR solves this by removing the need of all the cipher_uuid's just
to gather the correct attachments.
It will use the user_uuid and org_uuid's to get all attachments linked
to both, weither the user has access to them or not. This isn't an
issue, since the matching is done per cipher and the attachment data is
only returned if there is a matching cipher to where the user has access to.
I also modified some code to be able to use `::with_capacity(n)` where
possible. This prevents re-allocations if the `Vec` increases size,
which will happen a lot if there are a lot of ciphers.
According to my tests measuring the time it takes to sync, it seems to
have lowered the duration a bit more.

helps the user indicate which items are invalid during the import.
